A regular meeting of the Council for the City of Crystal Falls was held in the Council Chambers of the City Hall on Monday, April 8, 2002, at 4:30 P.M. Central Time.

Roll call: Councilors Hendrickson, Benda, Nylund and Lind

Also Present: City Attorney and City Clerk.

Absent: Mayor Cram & City Manager Nordeman

Mayor Pro-Tem Nylund opened the meeting by leading all present in the Pledge of Allegiance.

Councilor Hendrickson supported by Councilor Benda moved to approve the minutes of the regular meeting of March 11, 2002.

Motion carried.

Hazel Salin, representing the local VFW Auxiliary, offered a donation toward the flags for the downtown Crystal Falls area. Mayor Pro-Tem Nylund thanked her and noted the City would gladly accept any donations toward this worthwhile cause.

Mark Schiavo, a North 6th Street resident, presented the Council with petitions signed by citizens concerned about the development of the Paint River Hills Campground. The petition requested a public hearing with the City Council/Zoning Board to address concerns regarding this new development. Several others spoke on the matter, including Tracy West, Doug West, Carla Schiavo, Kathy Moore, Packy Echola, and Roger Hendrickson. Attorney Lawrence explained the provisions in the City’s zoning ordinance that applied to the construction of a campground and noted that at this time the City has no reason to stop Mr. Casanova from moving ahead with his project. Mayor Pro-Tem Nylund thanked the citizens for their comments.

Maureen Elson, representing the Contemporary Center, updated the Council regarding the revised grant application for the purchase of the building and various other ongoing projects at the center.

Councilor Hendrickson supported by Councilor Benda moved to authorize the City Manager to instruct City Attorney Lawrence to proceed with the drafting of a deed for certain Industrial Park property to John D. MacPherson, a.k.a. Crystal Land, LLC and further to authorize the Mayor to execute said deed.

Motion carried.

Councilor Lind supported by Councilor Hendrickson moved to authorize the execution of a Memorandum of Understanding regarding the transfer of the Crystal Manor from Iron County Community Hospitals, Inc., to the City of Crystal Falls, to Iron County pending the review and approval of said document by City Manager Nordeman and City Attorney Lawrence.

Motion carried.

Councilor Benda noted the C. F. Fire Authority has reviewed the budget of the authority for the upcoming fiscal year and managed an 8.5% reduction without cutting employees. This generated many comments from the audience pleading to keep the full-time drivers in the fire department. Mayor Pro-Tem Nylund suggested discussion of this budget was premature in light of the circulation of surveys by the volunteers and suggested the matter be tabled for a future meeting.

Councilor Benda supported by Councilor Hendrickson moved to approve a billboard lease for a sign along U.S. 2 South with Clete VanErem for his business, The Bargain Barn, for a period of one year.

Motion carried.

Clerk Olson advised the Council of the need to consider if the City will conduct a Spring Clean-up and in particular, will we accept metals. This is a matter for consideration as the City is still looking for a method of disposal for metals collected during the previous year and noted that the price of scrap metal is so low no one will pick it up. This matter was tabled to the May meeting.

Angelo Diqui gave a video presentation on the condition of the City’s water well #2. He also introduced John Jenson of Layne Northwest, who advised the Council of various options regarding the City’s water supply. This presentation was for information only at this time.

Mayor Pro-Tem Nylund supported by Councilor Hendrickson moved to approve the donation of $2,337.00 to Forest Park Community School’s upcoming Summer Recreation Program.

Motion carried.

Councilor Hendrickson supported by Councilor Benda moved that the payrolls and disbursements in the amount of $320,879.39 for the month of March 2002 be approved, and the City Clerk be instructed to draw checks on the City Treasury in payment of same.

Motion carried.

Mayor Pro-Tem Nylund supported by Councilor Benda, moved to accept the following reports for the month of March 2002:

Police Chief’s report indicating 125 complaints, 6 of which were closed by arrest and 3,200 patrolled miles.

Joint Fire Authority report submitted by Fire Chief John Ahola indicating answering 4 fire calls; spending approximately 68 man-hours fighting fires; and holding 1 practice and training session.

Chief Electrician’s report of department activities.

Public Work foreman’s report on department activities.

There being no further business to come before the Council, meeting adjourned at 5:57 p.m.
