A regular meeting of the Council for the City of Crystal Falls was held in the Council Chambers of the City Hall on Monday, January 14, 2002, at 4:30 P.M. Central Time. Roll call: Mayor Cram, Councilors Hendrickson, Benda, and Lind Councilor Nylund entered the meeting at 5:25 p.m. Also Present: City Manager, City Attorney and City Clerk. Mayor Cram opened the meeting by leading all present in the Pledge of Allegiance. Mayor Cram supported by Councilor Hendrickson moved to approve the minutes of the regular meeting of December 10, 2001. Motion carried.Auditor Scott Kenney presented his audit of the City’s fiscal year end September 30, 2001 and reviewed his letter of comments and recommendations with the Council. Mayor Cram supported by Councilor Hendrickson moved to approve the audit of fiscal year ending September 30, 2001. Motion carried. Mike Ferguson, representing the Downtown Development Authority reported a letter of application for a vacancy on the DDA. Councilor Hendrickson supported by Councilor Benda moved to appoint David Sherby to the Downtown Development Authority with said term expiring on November 30, 2005. Motion carried. Mr. Ferguson requested the City consider the hiring of an Economic Developer for the City. Mayor Cram noted that there were no funds currently budgeted and directed City Manager Nordeman to look into funding or perhaps the sharing a countywide Economic Developer. Mayor Cram supported by Councilor Lind moved to approve the pay request from Butch Neuens Landscaping, Inc. in the amount of $85,793.85 for work completed on the Paint River Boardwalk. Motion carried. Mayor Cram supported by Councilor Nylund moved to approve the following 2002 Golf Rates: Memberships:

**It is understood that for the purposes of these rates, "Holiday" include the Fridays of Bass Festival and the Humongus Fungus Celebrations.
Motion carried. John MacPherson addressed Council questions regarding his intentions of relocating his business at the Industrial Park. Pat & Jeff Goodhall presented the Council with details regarding their plans to construct a Canola oil processing plant in the Industrial Park. Mayor Cram noted that the talks with Crystal Falls Township regarding the Fire Authority agreement would resume on January 30, 2002 at 10:00 a.m. in the City Council Chambers. Councilor Hendrickson supported by Councilor Benda moved to adopt the revised "Service Deposit Policy" as follows: CITY OF CRYSTAL FALLS SERVICE DEPOSIT POLICY
Deposits will be required of all new utility customers as follows: Home Owners - Township - $200.00 Deposit required. (this will be held for a period of three (3) years and returned upon the request of the homeowner if good credit has been established)
Renters/Land Contract Buyers -
Business Owners- Cable TV Accounts only (Iron County Housing, etc.) Former customers with unpaid bills due to the City must pay the unpaid bill in addition to the required deposit in advance of receiving additional services from the City. All delinquent customers with bills reaching or exceeding the amount of their service deposit are subject to disconnection without notice. Motion carried. Mayor Cram supported by Councilor Benda moved to authorize the City Manager to proceed with the City’s application for membership with the National Cable Television Cooperative, Inc. Motion carried. Councilor Lind supported by Mayor Cram moved to appoint Gerald Hegstrom to serve on the Board of Review. Motion carried. Councilor Hendrickson supported by Councilor Benda moved to approve the Harbour House Museum Annual Report and to authorize the release of the annual contribution of $1,100.00 to the museum board. Motion carried. Councilor Hendrickson supported by Councilor Benda moved that the payrolls and disbursements in the amount of $385,877.46 for the month of December 2001 be approved, and the City Clerk be instructed to draw checks on the City Treasury in payment of same. Motion carried. Mayor Cram supported by Councilor Nylund, moved to accept the following reports for the month of December 2001: Police Chief’s report indicating 70 complaints, 7 of which were closed by arrest and 2,751 patrolled miles. Joint Fire Authority report submitted by Fire Chief John Ahola indicating answering 2 fire calls; spending approximately 21 man-hours fighting fires; and holding 1 practice and training session. Chief Electrician’s report of department activities. Public Work foreman’s report on department activities. Motion carried. <Councilor Lind supported by Mayor Cram moved to allow Manager Nordeman to proceed with the purchase of a 2002 John Deere Model 325, 17hp lawn tractor and to trade in a 1998 model for use at the cemetery. The total cost to the City will be $1,472.29 and includes the trade in value of $3,000.00. Motion carried. Manager Nordeman announced the request from Baraga Telephone for a price on the "Leppiaho" property adjacent to the Industrial Park. Mayor Cram directed Manager Nordeman to gather further information on the property and come back to the Council with suggestions. There being no further business to come before the Council, meeting adjourned at 6:53 p.m.
