A special meeting of the Council for the City of Crystal Falls was held in the Council Chamber of the City Hall on Monday, July 24, 2006 at 5:30 p.m. Central Time. Present: Mayor Hendrickson, Councilors Heikkinen, Valesano Thrasher and Stachowicz. Absent: None Also present were City Manager Nordeman, City Attorney Lawrence, and City Clerk/Treasurer Olson. Visitors in attendance included: Julie Melchiori, Larry Bicigo, Jim Ponchaud, Judy Benda, Dick Hendrickson, and Dennis Fabbri. The purpose of this special meeting was to 2. Consider the rehiring of Dennis Fabbri. Mayor Hendrickson led all present in the Pledge of Allegiance. Julie Melchiori led the discussion regarding the RFP for the Crystal Manor Property. A draft had been compiled and the Council reviewed it with Julie, making suggestions and adjusting it to fit their vision for the Crystal Manor building. A lengthy discussion ensued and in the end it was the consensus of the Council to pursue an appraisal of the property and to offer $100,000 of financial incentives with the possibility of an additional $100,000 available to the developer. Julie Melchiori will compile the suggestions of the Council into the RFP and bring it back to them at a special meeting. Mayor Hendrickson set the date of a special meeting of the City Council for Monday, July 31, 2006 at 5:30 p.m. at which time the RFP for the Crystal Manor Renovations and Electric Advisory Committee matters will be considered. Manager Nordeman explained his plan to re-hire Dennis Fabbri, a recent retiree of the City, as a member of the public works department. He pointed out the pros and cons of re-hiring a seasoned employee. Some of the Councilors were concerned about the cons and others praised the pros of rehiring retired employees. Councilor Valesano seconded by Councilor Stachowicz moved to re-hire Dennis Fabbri as a public works laborer for a period not to exceed two (2) years at the rate of $15.86/hour with no additional benefits. Ayes: Councilor Valesano and Stachowicz. Nays: Councilors Heikkinen and Thrasher and Mayor Hendrickson Motion failed. Councilor Heikkinen seconded by Councilor Thrasher moved to adjourn this special meeting of the City Council. Motion carried. Meeting adjourned at 7:50 p.m.
