A regular meeting of the Council for the City of Crystal Falls was held in the Council Chambers of the City Hall on Monday, June 13, 2005, at 5:00 P.M. Central Time.

Roll Call: Mayor Hendrickson, Councilors Valesano, Thrasher, and Stachowicz.

Absent: Councilor Heikkinen

Also Present City Manager Nordeman, City Attorney Lawrence, and City Clerk/Treasurer Olson.

Mayor Hendrickson led the reciting of the Pledge of Allegiance.

Councilor Thrasher seconded by Councilor Valesano moved that the minutes of the regular meeting of May 9, 2005 be approved as written.

Motion carried.

The agenda was amended to add New Business Item H. A discussion of golf rates for active military personnel and to move Item C. to follow these amendments to the agenda.

Frank Groenveld, representing the Harbour House Board requested the City Council consider the housing of the high school class composite photographs in the City Hall auditorium.

Councilor Thrasher seconded by Councilor Valesano moved to approve the use of the float by the Harbour House Museum Board for the Bass Festival parade, and further to waive any rental fee to this board, pending the approval of the City’s insurance company.

Jeff Sjoquist of Coleman Engineering presented the Council with a report on the leak detection survey of the City’s water system. He advised the survey is ongoing and a written report will be forwarded to the Council upon completion.

Mayor Hendrickson seconded by Councilor Stachowicz moved to approve the purchase of new computer equipment for the City Clerk’s and Manager’s offices from Teck Solutions, Inc. of Iron Mountain for the cost of $7,256.00.

Motion carried.

Manager Nordeman was directed to pen a letter to the Iron County Medicare Board of Directors to clarify the role of the City and County regarding the Manor building now that it is vacant. Further, Manager Nordeman will compile a packet to assist in the marketing of the Manor building.

A discussion regarding truck permits and the use of the "airport" as a roadway by logging truck traffic off the Kelso Road was conducted and will be an agenda item for the July meeting.

Manager Nordeman advised the Council that the power plant is now fully automated and explained the operator’s schedule. He also noted that the work crews deserve a "pat on the back" for getting the project done on schedule.

Mayor Hendrickson seconded by Councilor Stachowicz moved to approve entering into a contract with John Larson, Architect, for renderings of proposed renovations to the golf course clubhouse building including the possibility of the development of a community center at the site. The funding for this contract will come from the season’s profits at the golf course.

Councilor Thrasher seconded by Mayor Hendrickson moved to pen a letter of support for the Iron County Little League’s endeavor to secure a grant for a new little league field at Runkle Lake Park

Motion carried.

Manager Nordeman offered to write the letter for the Little League.

Councilor Valesano seconded by Councilor Stachowicz moved to approve a 1/8 page ad in the Iron County Fair Premium Fair Book for $75.00.

Motion carried.

Councilor Valesano seconded by Councilor Stachowicz moved to grant active duty military personnel who are on leave, 9 holes of golf for $1.00 at the Crystal View Golf Course for the remainder of the 2005 golf season.

Motion carried.

Councilor Thrasher seconded by Mayor Hendrickson moved to extend the meeting beyond the adjournment deadline.

Motion carried.

A discussion regarding the Iron County Road Commission property on Urban Avenue ensued. Manager Nordeman was directed to invite members of the Road Commission and their engineer, Tom Flaminio of STS Consultants, to attend the July meeting of the Council to clarify some matters regarding the contaminated site.

Council consensus was to allow Attorney Geoffrey Lawrence to move forward with court proceedings for the collection of receivables due from damage to a city utility pole in May of 2002.

Mayor Hendrickson seconded by Councilor Thrasher moved that the payrolls and disbursements in the amount of $371,968.78 for the month of May 2005 be approved, and the City Clerk is instructed to draw checks on the City Treasury in payment of same.

Mayor Hendrickson seconded by Councilor Thrasher moved to approve the disbursements from the Electric Utility Construction Account in the amount of $17,533.82 as drawn on checks #1073-1078 by the City Clerk.

Councilor Thrasher seconded by Councilor Valesano, moved to accept the following reports for the month of May 2005:

Police Chief’s report indicating 179 complaints, 11 of which were closed by arrest and 2,435 patrolled miles.

Joint Fire Authority report submitted by Fire Chief John Ahola indicating answering 4 fire calls; spending approximately 58 man-hours fighting fires; and holding 2 practice and training sessions.

Chief Electrician’s report of department activities.

Public Work foreman’s report on department activities.

Councilor Stachowicz reported on the progress of the porch reconstruction at the Harbour House Museum.

Mayor Hendrickson commended all City workers who participated in the spring cleanup of the cemetery, parks, golf course, and public streets. She noted that their efforts were in keeping with our City slogan, "City of Community Pride", evident by their excellent work.

Councilor Thrasher seconded by Councilor Valesano moved to adjourn this meeting of the City Council.
