A special meeting of the Council for the City of Crystal Falls was held in the Council Chamber of the City Hall on Monday, June 9, 2003 at 6:30 p. m. Central Time. Present: Mayor Sabo, Councilors Hendrickson, Thrasher, Benda and Koszyk. Also present were City Manager Nordeman, City Clerk Olson, Mark Agnessi, Jan Huizing, Members of the DDA including Gary Hough, Lori Baukus, Terri Plowe, and Lorraine Wirtanen, and the press. The purpose of this special meeting was to conduct a joint meeting of the City Council and Downtown Development Authority to discuss Tax Increment Financing. Mayor Sabo convened the meeting at 6:30 p.m. and Gary Hough, representing the DDA offered a recap of the purpose of the DDA to the City Council by reciting the first paragraph of Public Act 197 of 1975, an act to provide for the establishment of a Downtown Development Authority. Mark Agnessi reviewed the advantage that would be gained with a TIF district to assist in the redevelopment of the Crystal Manor building. Mayor Sabo noted that the entire downtown area should be considered when developing a TIF district. Iron County Administrator Jan Huizing offered that the Iron County Board would be supportive of the City’s efforts in the development of TIF, the same as they were for the City of Iron River. He encouraged the Council to seriously consider TIF as a viable tool for redevelopment in the downtown area. Gary Hough advised the Council that the DDA is willing to proceed with the steps necessary to set up a TIF district and development plan upon receiving the support of the City Council. Councilor Hendrickson noted that she did not feel comfortable making a commitment on TIF at this time and asked for additional time to absorb all the information.
