A regular meeting of the Council for the City of Crystal Falls was held in the Council Chambers of the City Hall on Monday, May 13, 2002, at 4:30 P.M. Central Time.

Roll call: Mayor Cram, Councilors Hendrickson, Benda, Nylund and Lind

Also Present: City Manager, City Attorney and City Clerk.

Note: A public hearing was held by the Zoning Board of Appeals at 3:00 p.m. in the City Hall Auditorium on this date for consideration of zoning variance requests from Charles Olson, Crystal Oil, Inc, and Michael Casanova.

Mayor Cram opened the meeting by leading all present in the Pledge of Allegiance.

Councilor Hendrickson supported by Councilor Benda moved to approve the minutes of the regular meeting of April 8, 2002.

Motion carried.

John Peterson, interim Superintendent of Forest Park Schools, presented the Council with information regarding the upcoming election for Sinking Fund Millage on June 10, 2002.

Patricia Jewell, representing the American Legion Auxiliary, presented poppies to the City officials to wear on Memorial Day.

Roger Hendrickson addressed the Council with questions regarding the formation of a Master Plan for the City and updating of the zoning ordinance. Manager Nordeman advised that the Planning Commission is working on these issues.

Mayor Cram supported by Councilor Nylund moved to release $1,300.00 of the Downtown Development Authority budget for expenses relative to the Harvest Festival with said funds disbursed by the City Treasurer as invoices are submitted.

Motion carried.

Mayor Cram supported by Councilor Hendrickson moved to appoint Kenneth Santi to serve on the Downtown Development Authority. Mr. Santi’s appointment will fill a term set to expire November 30, 2005.

Motion carried.

 

 

The pay request from Butch Neuens Landscaping, Inc. was tabled pending approval by the engineer.

Mayor Cram supported by Councilor Nylund moved to set Friday, June 7, 2002 at 9:00 a.m. for a special meeting of the City Council to conduct a budget workshop and to consider the Butch Neuens Landscaping, Inc. pay request.

Motion carried.

The city wide spring clean up dates were set for Friday, May 31, 2002 and Saturday, June 1, 2002, from 8:00 a.m. to 4:00 p.m. during which city residents are invited to dispose of junk items including furniture, small appliances, old clothing, small pieces of wood (4’ or less) and scrap metals. Items that will not be accepted include yard waste, trees, refrigerator/freezers, tires, batteries, household garbage, or any hazardous waste.

Scott Kenney presented his plan for a professional building in the industrial park and requested permission to purchase lot 12 for this purpose. Paul Gurgle, representing Iron County Community Hospital, Inc., also indicated that the hospital would be interested in leasing a portion of Mr. Kenney’s building for an ambulatory care center.

Mayor Cram supported by Councilor Hendrickson moved to entertain a Memorandum of Understanding with Scott Kenney for the purchase of Lot 12 in the Industrial Park. Details of said memorandum will be worked out and approved by this Council at a future meeting.

Chester Pintarelli and Teresa Ahola gave a presentation on the Iron County Medical Care Facility special election regarding millage renewal and a bonding proposal for acquiring, constructing and equipping a 71 bed addition to, and renovating and equipping portions of the facility.

Mayor Cram supported by Councilor Benda moved to table the proposed Fire Authority agreement as drafted by Crystal Falls Township until the next regular meeting of the City Council at which time a public hearing will be conducted on the proposal.

 

 

Councilor Hendrickson supported by Councilor Nylund moved to approve the 3rd quarter payment for fire protection in the amount of $28,720.29.

Motion carried.

Mayor Cram supported by Councilor Benda moved to set the 2002 camping fees for Runkle Lake Park at: $17.00/night for sites with full water/sewer/electric hookups and $12.00/night for all other sites. In addition to eliminate the seasonal park stickers and daily passes entirely.

Ayes: Mayor Cram, Councilors Lind, Benda and Nylund.

Nays: Councilor Hendrickson

Motion carried.

Councilor Benda supported by Councilor Hendrickson moved to approve the purchase of a Sharp FO-2950 M Plain Paper Laser Fax Machine for the Clerk’s office for $475.00 with trade-in of FO-365 Fax Machine from Office Equipment Systems in Marquette, MI.

Motion carried.

Councilor Hendrickson supported by Councilor Benda moved to contribute $500.00 to the Crystal Falls Business Association for the annual Fungus Fest celebration scheduled for August 8 – 11, 2002.

Motion carried.

Councilor Nylund asked Manager Nordeman if the City cable would carry the Green Bay Packer games this fall. Manager Nordeman advised that the only guarantee would be to microwave the signal from WLUK FOX 11 in Green Bay at the cost of $7,000.00/year. No action was taken on this matter.

Councilor Hendrickson supported by Councilor Benda moved that the payrolls and disbursements in the amount of $269,831.56 for the month of April 2002 be approved, and the City Clerk be instructed to draw checks on the City Treasury in payment of same.

Mayor Cram supported by Councilor Benda, moved to accept the following reports for the month of April 2002:

Police Chief’s report indicating 125 complaints, 6 of which were closed by arrest and 3,200 patrolled miles.

Joint Fire Authority report submitted by Fire Chief John Ahola indicating answering 2 fire calls; spending approximately 38 man-hours fighting fires; and holding 0 practice and training session.

Chief Electrician’s report of department activities.

Public Work foreman’s report on department activities.

Motion carried.

There being no further business to come before the Council, meeting adjourned at 6:46 p.m.
