A special meeting of the Council for the City of Crystal Falls was held in the Council Chambers at the City Hall on Thursday, May 22, 2008 at 5:00 pm Central Time.

Present: Mayor Hendrickson, Councilors Heikkinen, Valesano, Smokevitch, and Bicigo.

Absent: None

Also present were City Manager Nordeman and City Clerk/Treasurer Olson.

Visitors in attendance were: Gerard Valesano, Mary Lahna, Chris Ponchaud, Laura Fortner, and Kristin Axberg.

The purpose of this special meeting was to discuss and consider the following items:

Conduct a Public Hearing and take action on the proposed land swap with Santi Diversified, LLC

Consider bids on a new copier.

Consider bids on a bathroom for the golf course.

Runkle Lake Park issues.

Mayor Hendrickson led the reciting of the Pledge of Allegiance.

At 5:01 p.m. Mayor Hendrickson temporarily adjourned the meeting to conduct the scheduled Public Hearing.

PUBLIC HEARING:

Mayor Hendrickson explained that the purpose of the Public Hearing was to accept public comments regarding the proposed exchange of City owned land as partial payment for property owned by Santi Diversified, LLC. The parcel owned by the City is described as "That portion of the NE Quarter of the SE Quarter, Section 28, Township 43 North, Range 32 West, Lying North of Bortolini Road". This is to be swapped as part payment for property owned by Santi Diversified, LLC described as "The East 29.87 feet of Lot 217 and the East 29.87 feet of Lot 218 of the City of Crystal Falls". The property is being purchased for use as a public parking area for the Crystal View Apartments, formerly known as the Crystal Manor building.

Mayor Hendrickson called for comments from the public. There were none.

Mayor Hendrickson called for comments from the City Council and Manager Nordeman presented a map of the parcels in question for review.

PUBLIC HEARING CLOSED at 5:07 p.m. and the special meeting reconvened.

Mayor Hendrickson seconded by Councilor Heikkinen moved to approve the "Offer to Purchase Real Estate" from Santi Diversified, LLC, with the closing of the purchase contingent on the transfer of ownership of the Crystal Manor property to Hovey Companies.

Motion carried.

Kristin Axberg, representing Cooper Office Equipment, and Laura Fortner, representing U.P. Office Equipment Systems, each spoke regarding their bids on copiers for use in the City offices.

Mayor Hendrickson seconded by Councilor Heikkinen moved to authorize the purchase of a Sharp MX-2300N, Digital Multi Function Full Color System, from U. P. Office Equipment Systems in the amount of $6,302.00.

Motion carried.

(Other bids on the color copier were received from Cooper Office Equipment of Iron Mountain and Document Solutions of Marquette.)

Manager Nordeman presented bids received for the construction of a masonry building at the golf course for use as a men’s and women’s bathroom. Said bathroom will eliminate the need for the porta-johns that have been used on the course in the past years.

Mayor Hendrickson seconded by Councilor Smokevitch moved to award the bid for the golf course bathroom building to Ponchaud Contracting & Excavating, Inc. for a price not to exceed $7,350.00.

Motion carried.

(Other bids on the golf course bathroom were also received from Rucinski Construction, Inc. and Darryl DeNell Construction, Inc.)

A discussion on Runkle Lake Park issues ensued and covered a variety of matters including: user fees, campground host, lifeguards, building and grounds maintenance, beach erosion, and the declining use of the park.

Councilor Bicigo seconded by Councilor Smokevitch moved to direct Manager Nordeman to address a letter to each East Iron County governmental unit asking for an annual contribution toward the maintenance of the Runkle Lake Park Sports Complex.

Motion carried.

Councilor Bicigo seconded by Councilor Smokevitch moved to sell annual "Runkle Lake Sports Complex Booster" stickers for a contribution of $10.00 each.

Motion carried.

Councilor Heikkinen seconded by Councilor Valesano moved to adjourn this special meeting of the City Council.

Motion carried.
