A regular meeting of the Council for the City of Crystal Falls was held in the Council Chambers of the City Hall on Monday, May 9, 2005, at 5:00 P.M. Central Time. Roll Call: Mayor Hendrickson, Councilors Heikkinen, Valesano, Thrasher, and Stachowicz. Absent: None Also Present City Manager Nordeman, City Attorney Lawrence, City Clerk/Treasurer Olson, and the press. Mayor Hendrickson led the reciting of the Pledge of Allegiance. Councilor Thrasher seconded by Councilor Heikkinen moved that the minutes of the regular meeting of April 11, 2005 be approved as written. Motion carried. The agenda was amended to add a discussion of new computer equipment under "New Business". Mayor Hendrickson reported on the Downtown Development Authority meeting held earlier in the day. Councilor Heikkinen seconded by Councilor Valesano moved to approve the DDA expenditures of $87.40. Motion carried. Jeff Sjoquist of Coleman Engineering presented the Council with a proposal to conduct a leak detection survey of the City’s water system. Councilor Thrasher seconded by Councilor Heikkinen moved to approve the leak detection work order and authorized City Manager Nordeman to enter into an agreement with Coleman Engineering for said work for a fee of $5,430.00. Motion carried. Councilor Thrasher seconded by Mayor Hendrickson moved to adopt the following resolution: RESOLUTION OF RECOGNITION OF 2005 CITIZEN OF THE YEAR
WHEREAS, The Crystal Falls Lions Club called for nominations for the 2005 Citizen of the Year, and
WHEREAS, The Crystal Falls Lions Club has fittingly selected Hubert "Bud" West from those nominations based on his many contributions to the Crystal Falls community, and
WHEREAS, "Bud" has served with many local organizations including the American Legion, Ducks Unlimited Committee, St. Vincent DePaul Council, Crystal Falls Volunteer Fire Department, Crystal Falls City Council, Iron County Chamber of Commerce Board of Directors, Crystal Falls Downtown Business Association, the Iron County Economic Development Corporation, the Harbour House Museum, and of course, the Crystal Falls Lions Club, and
WHEREAS, "Bud’s" involvement with these various groups has proven him to be an outstanding asset to the Crystal Falls community,
NOW THEREFORE BE IT RESOLVED, the City of Crystal Falls hereby expresses a big "Thank You" and is honored to recognize and congratulate Hubert "Bud" West as the 2005 Citizen of the Year, a shining example of citizenship and truly in keeping with the city’s slogan "City of Community Pride".

Councilor Valesano seconded by Councilor Thrasher moved to contract with the Upper Peninsula Substance Enforcement Team for services in the year 2005 in the amount of $1,791.00. Motion carried. Mayor Hendrickson seconded by Councilor Heikkinen moved to contract with Forest Park Community Schools to provide a Summer Recreation Program for the area youth in the amount of $2,000.00. Motion carried. Councilor Thrasher seconded by Councilor Heikkinen moved to approve the 2005 Runkle Lake Park rates as presented by Manager Nordeman: $12.00/day or $324/month for sites #18-#57 $17.00/day or $459/month for sites #1-#17 Camp 7 consecutive days and get the 7th day free. Monthly rates require 31 consecutive days of camping. Ayes: Mayor Hendrickson, Councilors Valesano, Stachowicz, Heikkinen, and Thrasher. Nays: None. Motion carried. Manager Nordeman announced the spring clean up dates of: Week of May 23rd for final curbside pickup of yard waste and June 3rd and 4th as the Spring Clean-up dates to drop off materials at the Bristol Mine site. Manager Nordeman requested the Council’s permission to proceed with securing bids on new computer equipment and operating system software for the Clerk and Manager’s office. It was noted that the current system is beginning to fail and the need to upgrade before a major problem occurs is imminent. Manager Nordeman was instructed to bring bids back to the June meeting of the Council for consideration. Councilor Heikkinen seconded by Councilor Stachowicz moved that the payrolls and disbursements in the amount of $289,156.19 for the month of April 2005 be approved, and the City Clerk is instructed to draw checks on the City Treasury in payment of same. Ayes: Mayor Hendrickson, Councilors Heikkinen, Thrasher, Valesano, and Stachowicz. Nays: None. Motion carried. Mayor Hendrickson seconded by Councilor Thrasher moved to approve the disbursements from the Electric Utility Construction Account in the amount of $4,209.09 as drawn on checks #1070-1072 by the City Clerk. Ayes: Mayor Hendrickson, Councilors Heikkinen, Thrasher, Valesano, and Stachowicz. Nays: None. Motion carried. Councilor Heikkinen seconded by Councilor Valesano, moved to accept the following reports for the month of April 2005: Police Chief’s report indicating 110 complaints, 2 of which were closed by arrest and 2,340 patrolled miles. Joint Fire Authority report submitted by Fire Chief John Ahola indicating answering 2 fire calls; spending approximately 25 man-hours fighting fires; and holding 2 practice and training sessions. Chief Electrician’s report of department activities. Public Work foreman’s report on department activities. Motion carried. Reports from the Councilors were heard regarding the Contemporary Center, Theater, and Museum board meetings. Councilor Heikkinen seconded by Councilor Valesano moved to adjourn the meeting at 6:06 p.m.
