A regular meeting of the Council for the City of Crystal Falls was held in the Council Chambers of the City Hall on Monday, November 11, 2002, at 4:30 P.M. Central Time.

Clerk Olson called the meeting to order at 4:30 p.m. and led all present in the Pledge of Allegiance.

As this was the re-organizational meeting of the Crystal Falls City Council, Clerk Olson administered the Oaths of Office to re-elected Councilor Janet Hendrickson, elected Councilor Scott Thrasher, and elected Mayor Joseph David Sabo and then turned the meeting over to Mayor Sabo.

Roll call: Mayor Sabo, Councilors Hendrickson, Thrasher, and Benda.

Also Present: City Manager, City Attorney and City Clerk.

Mayor Sabo proceeded with a request for a roll call of the Council for nominations of an appointee to the seat vacated by Councilor Lind. Councilor Benda – Michael Koszyk/Councilor Thrasher – Michael Koszyk/Councilor Hendrickson – Michael Koszyk/ Mayor Sabo – Michael Koszyk. It being unanimous with the Council, Mayor Sabo asked Michael Koszyk if he would accept the appointment to fill the vacancy on the Council and serve the remainder of the two (2) year term. Michael Koszyk replied that he would accept this appointment and was declared appointed by Mayor Sabo and instructed to take a seat at the Council table. Clerk Olson then administered the Oath of Office to appointed Councilor Koszyk.

Councilor Thrasher supported by Councilor Benda moved that Councilor Janet Hendrickson be named as the Mayor Pro-Tem of the City Council.

Motion carried.

Councilor Hendrickson supported by Councilor Benda moved to accept the Canvas of Votes for the General Election held on November 5, 2002, as canvassed by the Iron County Board of Canvassers, as follows:

Janet A. Hendrickson --- Councilor-------414 votes

Scott Thrasher---------- Councilor ------358 votes

Motion carried.

Mayor Sabo indicated he will postpone the Council committee appointments until the December 9, 2002 meeting and suggested all continue to attend the meetings of their previous appointments until that time.

There were no objections to Mayor Sabo’s suggestion that the Council continue to meet on the 2nd Monday of each month at 4:30 p.m.

Mayor Sabo supported by Councilor Hendrickson moved to designate the First National Bank of Crystal Falls as the depository for City funds.

Motion carried.

Mayor Sabo called for changes to the Council Rules. There were no suggestions for any changes at this time and they were accepted as the rules of the Council.

This concluded the Council’s re-organization.

Mayor Sabo then announced a change in the order of the agenda and turned the floor over to a contingent of Forest Park teachers and students for a presentation on the Riverwalk project. The teachers included Scott Gussert, Maxine Henry, Jan Stacy, Lori Griffin, and Nancy Hronkin-Force. The students giving the presentation were Carolyn Lawrence, Blake Joseph, Joni Toivonen, Christian Valesano, Anna Nordeman, Levi Oleksy, and Alex LaChapelle. Using a slide presentation they outlined plans to identify various plant and animal life that exist in the Riverwalk area and thanked the City for the opportunity to use this project as an outdoor classroom. Councilor Hendrickson commended the students and teachers on their efforts to bring the Riverwalk project to reality and thanked them for their presentation.

Councilor Hendrickson supported by Councilor Benda moved to approve the minutes of the regular meeting of October 14, 2002 with the following addition: Page 345, 4th paragraph, "Councilor Hendrickson commended Flora Dawe for her work on the grant".

Motion carried.

Mike Ferguson, representing the Downtown Development Authority, presented a bill in the amount of $4.50 for electric energy used at the Harvest Fest sight for payment. He noted that he expects John Skewes and Ken West to apply for re-appointment to the DDA but has yet to receive their letters of application.

Councilor Hendrickson supported by Councilor Thrasher moved to pay the $4.50 utility bill out of funds in the Downtown Development Authority budget.

Mark Agnessi, Iron County Economic Developer, reported on progress and prospects regarding the marketing of the Crystal Manor building.

Residents of North 6th Street, including Michelle and Gary Turner and Jan and John True presented petitions to the Council requesting that the parking along the former detour route be restored. Mayor Sabo appointed a committee consisting of Councilors Koszyk and Thrasher to study the North 6th Street, Wagner St. and Fairbanks Road parking situation. Said committee is to report to the Council at the December meeting with recommendations.

Councilor Benda supported by Councilor Koszyk moved to accept the bid from Nocerini Construction for repairs to the wall of the Theatre building in the amount of $2,000.00.

Mayor Sabo appointed Paula Foley-Fraser and Richard Paul Kranz to serve on the Planning Commission with both terms expiring on April 30, 2005. Further, Councilor Koszyk was appointed to serve on the Planning Commission as Council representative replacing Carl Lind. These appointments were unanimously approved by the Council.

Councilor Benda supported by Councilor Hendrickson moved that the following resolutions prepared for former Mayor Jeffrey Cram and Councilors Nylund and Lind be adopted:

WHEREAS, Jeffrey P. Cram served the citizenry of the City of Crystal Falls as it’s Mayor for nearly 4 years; and,

WHEREAS, his dedication to the community while serving as a City representative on the Crystal Falls Fire Authority Board, the Crystal Theatre Board, the Industrial Park Committee, and various other committees has served to improve the Crystal Falls community,

NOW THEREFORE BE IT RESOLVED That the Council for the City of Crystal Falls hereby extends its thanks to Jeffrey, who unselfishly gave of his personal time and energy for the betterment of the City of Crystal Falls while serving as Mayor.

Resolution

WHEREAS, Carl Lind has served the citizenry of the City of Crystal Falls as a Councilor for nearly 2 years; and,

WHEREAS, his dedication to the people while serving as Council representative on the Crystal Falls Planning Commission, the American With Disabilities liaison, and various other projects have further improved the Crystal Falls community,

NOW THEREFORE BE IT RESOLVED That the Council for the City of Crystal Falls hereby expresses it's thanks to Carl for giving of his personal time and energy for the betterment of the City of Crystal Falls while serving as a City Councilor.

and

Resolution

WHEREAS, Lee Anthony Nylund has served the citizenry of the City of Crystal Falls as a Councilor for nearly 8 years and as it’s Mayor for the last three months of his term; and,

WHEREAS, his dedication to the Crystal Falls Fire Authority, the Golf Advisory Board, the Industrial Park Committee, the Crystal Theatre Board, and various other projects, has served to improve the quality of life in the Crystal Falls community,

NOW THEREFORE BE IT RESOLVED That the Council for the City of Crystal Falls hereby expresses it's thanks to Lee who unselfishly gave of his personal time and energy for the betterment of the City of Crystal Falls while serving as a fellow council member.

Resolutions adopted.

Councilor Hendrickson and Councilor Koszyk moved that the City enter into a contract with STS Consultants for the design and engineering of the North 6th Street culvert Hazard Mitigation project.

Motion carried.

Councilor Koszyk supported by Councilor Benda to accept changes made to the Fire Authority contract with Crystal Falls Township and authorize the Mayor and Clerk to sign said contract on behalf the City of Crystal Falls.

Motion carried.

Councilor Hendrickson supported by Councilor Benda moved that the City authorize the release of funds in the amount of $26,650.35 to the Crystal Falls Fire Authority for quarterly fire protection.

Motion carried.

Councilor Thrasher supported by Councilor Benda moved to continue the Council meeting beyond the set 6:00 p.m. adjournment requirement.

Motion carried.

Councilor Koszyk supported by Councilor Thrasher moved to approve the final pay request from Butch Neuens Landscaping Inc. for work done on the Riverwalk project in the amount of $36,523.55.

Motion carried.

Councilor Thrasher supported by Councilor Benda moved to set the 2002-2003 Ski Hill rates to be the same as the previous year:

Daily Pass = $10.00/Season Pass = $20.00/Family Season Pass = 45.00

Motion carried.

Councilor Koszyk supported by Councilor Benda moved to conduct a Public Hearing at the December 9, 2002 Council meeting for the consideration of an ordinance to regulate access to and ongoing use of public rights-of-way by telecommunications facilities.

Motion carried.

Clerk Olson was instructed to proceed with publishing of notices necessary for this Public Hearing.

Councilor Hendrickson supported by Councilor Benda moved that the payrolls and disbursements in the amount of $326,097.33 for the month of October 2002 be approved, and the City Clerk be instructed to draw checks on the City Treasury in payment of same.

Councilor Thrasher supported by Councilor Benda, moved to accept the following reports for the month of October 2002:

Police Chief’s report indicating 128 complaints, 9 of which were closed by arrest and 3,096 patrolled miles.

Joint Fire Authority report submitted by Fire Chief John Ahola indicating answering 3 fire calls; spending approximately 33 man-hours fighting fires; and holding 1 practice and training session.

Chief Electrician’s report of department activities.

Public Work foreman’s report on department activities.

Councilor Hendrickson supported by Councilor Benda moved that the City send a $25.00 plant to the Crystal Falls District Community Library to celebrate the opening of their new building.

Motion carried.

Mayor Sabo read a thank you from the Crystal Falls Business Association for the City’s contribution to the Fungus Fest parade prize money.

There being no further business to come before the Council, meeting adjourned at 6:25 p.m.
