A special meeting of the Council for the City of Crystal Falls was held in the Council Chamber of the City Hall on Thursday, October 27, 2005 at 4:00 p.m. Central Time.

Present: Mayor Hendrickson, Councilors Thrasher, Valesano, Heikkinen, and Stachowicz.

Absent: None

Also present were City Manager Nordeman, Attorney Lawrence, City Clerk/Treasurer Olson, Jeff Sjoquist, Judy Benda, Scott Kenney, Mark Simeoni, Larry Bicigo, and Robert Sherwin.

The purpose of this special meeting was to discuss and take action on the following:

Hear a report from City auditor, Scott Kenney, regarding the financial impact of the "early out retirements" and possible replacements on the city.

Consider a proposal from Coleman Engineering for the aquifer test to be conducted on the Lind well.

Conduct an evaluation of City Manager Charles Nordeman.

Mayor Hendrickson led everyone in reciting the Pledge of Allegiance.

Mayor Hendrickson asked to re-arrange the order of the agenda to allow Jeff Sjoquist of Coleman Engineering to speak first. There were no objections.

Jeff Sjoquist presented and explained a proposal for engineering services for 72-hour pump test on the Lind Well.

Councilor Valesano supported by Councilor Stachowicz moved to approve the Coleman Engineering proposal for the 72-hour pump test on the Lind Well in the amount of $28,287.00 (this total includes $7,226.00 previously approved by the Council for monitoring well installation).

Motion carried.

Scott Kenney advised that the replacement of employees who retire through a pension window will have a negative impact on the City’s financial status and the opening of future windows needs to be considered very carefully.

Manager Nordeman requested a closed session for the City Manager Evaluation.

Mayor Hendrickson seconded by Councilor Heikkinen moved to grant the request of Manager Nordeman for a closed session pursuant to P. A. 1976, No. 267, 15.268, Sec. 8, (a) for the discussion regarding the evaluation of the City Manager.

Motion carried.

The meeting was temporarily adjourned at 5:05 p.m.

Meeting reconvened at 7:10 p.m.

Councilor Thrasher seconded by Councilor Stachowicz moved to adjourn this special meeting of the City Council.

Motion carried.
