A special meeting of the Council for the City of Crystal Falls was held in the Council Chamber of the City Hall on Tuesday, September 23, 2003 at 4:00 p. m. Central Time.

Present: Mayor Sabo, Councilors Hendrickson, Thrasher, Benda and Koszyk.

Also present were City Manager Nordeman, City Attorney Lawrence, City Clerk/Treasurer Olson, and Jeff Sjoquist and Myron Barry of Coleman Engineering Co.

The meeting was called, pursuant to Section 2.10 of the Charter for the City of Crystal Falls, by Councilors Hendrickson and Koszyk, for the purpose of reviewing the preliminary engineering contract with Coleman Engineering Co. for the upcoming water project.

Jeff Sjoquist reviewed the history of the water project and noted that Coleman Engineering Co. will utilize various reports previously compiled regarding this project in order to keep the cost to the City at a minimum.

Some of the issues raised by the Councilors involved mineral rights and easements to transfer the water from sights in the township back to the city. Attorney Lawrence will look into these issues on behalf the Council.

The Council was advised that the contract is near completion will include the following five (5) phases:

Test Well Drilling and Analysis

Production Well Drilling and Analysis

Preliminary Engineering Report

Environmental Report

Initial Application for funding

The total estimated cost of these phases is just over $103,000.00. These initial work items are required as part of the application to Rural Development for establishing a construction project scope and cost estimate. New contracts and associated fees will be negotiated for future phases.
